I doubt PFNO is a DTC member most penny stocks are not, & unless they are there can't be a chill. Certain discount brokers such as TD Ameritrade & Scottrade sometimes choose not to sell DTC non-eligable stocks. Although you can buy through Scotturd for now.

"DTC chill" is one of the most abused terms in penny land.
