Now would be a better time to re-apply. I know of an oil drilling company who has gotten 7 oil wells financed through EB-5 financing in the past 6 months so I think things are straightened out and there are plenty of willing financiers waiting to put money into projects now.
We know oil wells are a crap shoot even if the area is known for good production. Things could go wrong there too, broken drill bits, too much water in the oil, dry hole etc. jmho
