Do some DD on that report and I'm sure you will come across some articles that explain in detail why those daily numbers do not reflect true short interest. My basic understanding is that those numbers include instances when MM's fill buy orders with shares they don't have yet. Sometime during the day those shares are bought by the MM's to complete the trade, BUT they are NOT removed from the daily short interest numbers.
The FINRA report filters out the above shares and shows true short interest. Unfortunately, the FINRA report only updates twice a month...but over a period of months you can see the average volume and trend. DSCR average short interest is much lower than believed...some periods are ZERO.
