My armchair-lawyer speculation on what happens if the USA keeps to the feet-dragging strategy, IMO...

Instead of holding the defendants in contempt, Judge Sweeney will treat the disputed facts as being in favor of the plaintiffs for the purposes of deciding standing, jurisdiction and the defendants' motion to dismiss.

That will lead to the next round of feet-dragging on discovery when the actual case starts getting argued, and that will be where the real fireworks start.
