It just depends on how high end they need for a larger bank. IBMs systems are likely Power-based and proprietary and they also probably supply the software and support. China could easily build secure servers from an in country provider on x86 but I don't really know what software they would use or how they would handle support. Roll their own or something? Intel has a far better shot at this business than say ARM but it will be messy and painful to switch(why people still pay outrageous prices for dead end SUN/ORACLE/IBM/HP RISC based servers).
