A DMC can stop the trial early....


Correct, the DSMB can look into the blind whenever they see the need, and they certainly do so at the designated IAs.

If one of the IAs hit the predefined threshold, they will recommend the trial be stopped for efficacy (or futility in the opposite case).

But mewbiee is correct, if they do not see a reason to stop the trial, then the data is not released. All one would here is "the DSMB recommends that the trial continue as planned". So if the trial is not halted, there will be no data to look at (which was what he replied to).
