lol can't believe you directed this question to me but did a quick search for some obama changes that made the news and looks like the door is open to any country just as long as there is no mis-use in the future etc... although, how they can possibly know how the arms will or won't be used is beyond me, as i think we supplied the middle east with arms to help them with their "holy war" against russia (our wild card) only to slam them years later so...
