Secondary recovery isn't something that takes this long. Early wells could have been up and running to capacity, or near capacity, if not for capital being spent on wells and a pipeline that PEII could not afford to operate. It's a wasteful use of funds and a drain to have wells and a pipeline sitting unused. That money could have been used to purchase needed equipment and other necessary overhead. Somebody has to still pay he bills on those things which takes away from operating funds. Time for PEII to either sink or swim by earning some of its own way, IMHO.
