It all depends on what level of enforcement is pursued and/or what can be achieved. Id love to see naked shorting get identified but it cant be easy id imagine. It likely would involve a regulatory body as well as a MYEC lawyer. Not sure how far Ed is willing or able to push it.
If it got to a point where someone was forced to dover thered also likely be some hefty fines and/or criminal charges.
