mymojoisback; while you're waiting for MW to respond, I did some research on
the rules of a stock buy-back.

Apparently, there's a stipulation that the buy-back can only equal the highest bid price,
but I might not be understanding it fully.

Also, they can not exceed 25 percent of the average daily volume.

I would think it would benefit the masses to make the re-purchase on a
high-volume day.

Of course, I could be wrong, and will defer to those much smarter than me.

Hi mymojo, to be honest with you that is strictly a corporate decision that will be determined by the CEO of which I am not privy to at this time nor may never be unless it's released in the form of an 8-K. I can say with confidence when they do chose to go forward with the buyback, it will be executed at a strategic time period. Sorry I couldn't be of more help.
