First, I never said they were or were not on the ground. Second, yes you would be right if the stock was at .16 or .18 or something like that. I'm not talking about individual changes, but rather drifting from .17's to .12's, or from .12's to .17's.

Unfortunately, USPR has drifted recently from the .17's to the .12's
