I can't comment on how long DTC will take, but as far as the yield sign goes:

Last year it took 8 days after the Attorney Letter was released for the Tier Change to Current to take place. Filed May 23, 2013 Tier Change May 31, 2013. This year filed May 14, 2014, which means it could take until May 22, 2014. The Tier Change always happens at Midnight.
