I didnt see anything describing procedure for ongoing construction within a site. MMPR requires a site plan and inspects based on the site plan, so Im trying to find where you gather that one building within the site will be sufficient for licensure, unless you are telling me they submitted a site plan that consists of one building. I havent seen the application, but maybe you have.
