I called the State of Colorado Dept of Revenue Sales Tax Division and this is what she told me:

Some pay their taxes with money order, but most pay in cash. It doesn't matter that they can't use banks, their business is legal in the state and the state can collect their revenue for the state. Most pay in cash and they are talking about these co-ops in order to handle the cash. Death and Taxes man!!!!!! Doesn't matter to the State Revenue Services! Wonder how the IRS is going to handle all that cash!
