Study how credit cards first began. Banks went out to businesses and set up point of sale machines for use with a credit card. The card company VISA let's say, was the middleman, between the business and the bank and did all the transaction paperwork for a percentage of the sale. The bank then took those paper sales and deducted the customers account. Which is how it works today. Except, with this concept it will have to be the Cannabis Card (ADCS) as point of sale between the dispensaries and the money co-ops, reaping a percentage of the sale and taking care of the paperwork.
I haven't read anything about this card where they were going to be a holding company for the money? Have you? But yes, they can control the money supply with the paperwork. They are a means to alleviate the amount of cash that dispensaries have to secure on premises. At least that is how I read it?
