Yes, just look at the health supplement sectors....Most of the stuff i take before a trip to the gym states that the "product claims" have not been substantiated by the FDA...yet.... health supplements are a billion+ dollar a year industry
You won't find a controlled substance without FDA approval. Advil is a drug, vitamin supplements are drugs. They are not controlled though. Big difference. I don't think the FDA would every approve of an inhaled substance - like cigs come with a warning - nor do I think the FDA or FTC would approve without potency issues resolved. It is similar to if Toyota we're to keep selling cars with sticky gas pedals. NTSB would revoke certification.
