Elmer, how can I? I had one class on basics of silicon manufacturing and one class on Verilog simulator - many years ago. Enough to understand the difference between SOI and bulk, but not enough to understand why not all Itaniums are affected by the bug.

Yes, Intel made it clear that only a few Itaniums are affected, namely, those that can run faster than 800 MHz.

Those beasts are rare except in benchmarking labs, so Intel has nothing to worry about.
