it is a proposed order made by the Plaintiffs for the presiding Judge to adopt and order the US Treasury (5) and the FHFA (6) and all their officers, employees, and agents to not implement, apply, or take any action whatsoever pursuant to the third amendment to the Senior Preferred Stock Purchase Agreements.

It means cease and desist from enacting or doing anything found in provisions of the third amendment to the Senior Preferred Stock Purchase Agreements.

The order sets aside and vacates the third amendment to the Senior Preferred Stock Purchase Agreements and completely stops and ends all third amendment actions of any and all officers, employees, and agents of the US Treasury and the FHFA.
