The boards and managements of FnF are in strangleholds by the conservator and for something this big (relisting) I have to believe that they would only go about it if they had FHFA's explicit blessing.

From all we have seen, does anyone see any motive for FHFA to want NYSE listing, as opposed to leaving it dangling in the wild, wild OTC? It seems to me like they are bound and determined to shrink in any way possible the prospects for FnF to be successful. NYSE listing is very likely in opposition to their nefarious goals.

IMO of course.

There are multiple relisting requirements that must be met before an application will be accepted as final including minimum price requirement...for example if the stock is currently trading at $1 threshold which is the bare minimum requirement after it is already listed on the NYSE, then it may not qualify for the relisting.
