Stockhocker . . BM's article is somewhat difficult to follow time sequentially. He begins with problems. Then he says as you quoted "Also tipped to go tomorrow IS JDZ block 4". That's present tense. Then he talks about block 4 some more with potential problems. The article would make more sense if he had used past tense in the above quoted part.
I think Barry Morgan wrote last week that ALL 5 blocks were going to be signed. Now he found out that only, perhaps, 2 will be signed, so naturally his headline and story is going to focus on the failure to conclude the PSCs as planned.
