Ameritrade has the Last sale function available... and I always leave it open because it shows every trade, even these unusual after hours OTC trades that are either insiders or MM's I suppose.
It clearly shows trades at .0017 in increments of 9,999,900... then a few at 9,000,000 and then 1 more at 5,000,000...
It all took place between 4:05 and 4:08pm.
