The outstanding is closer to 3 billion based on my calculations

CEO gave himself 570 mill in shares last year since the company made no money. That could be seen as good or bad...bad because the company makes no money (loses money year after year) so if there is no Reverse merger/sale of company then there is nothing here to invest in...but good because the CEO owns lots of shares, if this goes to 0 then he gets nothing. He is better of selling it IMO
