Sounds like desperation at this point. He can and will say anything he wants, but if he had "more than the minimum", they wouldn't have postponed it. He is a dirty politician and a liar.

Crapo says he has more than the minimum votes to pass the bill. He says he wants more time to get stronger support,

Crapo said a lot about FnF in his few minutes that was not truthful. Obit pointed some out. I'll be nice and say I am highly suspicious he had even 12 votes secured. Probably 11 :)
