I feel like the news people are waiting on now should've been released with the last PR. If a LOI has been fully executed, why is another announcement needed to describe the details?.....Something just doesn't seem right about that.

Because they are playing a penny stock.
They are into instant gratification.
If that doesn't happen, they sell, many times at a loss,
and move on to other "promising" adventures.
All IMO, of course.
