I never thought they would let the signing go until the Ceremony time. Too risky to do it again. If what you say is true then I can believe Gomes might actually talk about the signig of the blocks in his speech.

Meridian - if they are going to be "initialling PSC's for Block 3 and 4 tomorrow morning" are the JOAs associated with those blocks then good to go (Conoil signed?)

Or doesn't it matter?
