It's obvious the companies receive some advance notice, as is apparent with SPL?. I honestly do not know how that is conveyed whether that be by email, facsimile, or a phone call. I'm guessing it may very well be by email, similar to some type of PACER system to where all involved parties get an automatic email upon the entry of the document approving the name/ticker change.

JJ, in your experience is there any collaboration with the folks at the OTCBB.com and a given company in regard to when the change will be posted on the daily list? Obviously in the example with spl? the company had the info in advance of the daily list posting and thus put it out in a PR. I am slowly learning the nuances to this situation and this is yet another example of something that could impact day to day decisions.
