Fair enough, strange though a deal can't be worked out to bridge the gap. Perhaps bond funding can't be used to retroactively to cover the EPC report expense, a paltry $5M can unlock close to $2B in state backed bonds. I guess $5M isn't paltry when you’re broke though.
Why wouldn’t CCC cover the cost, they have a very strong business case to help facilitate BION’s bond release? Again perhaps over simplifying but seems like they could baked the $5M into the construction contract.
