they need a lot of clearing to do, that's true; but area is relatively flat so they are not going to spend months on moving dirt... once this is done, they are bringing Titan Atlas Global (TAG) technology which is going to allowed them to put buildings up probably the fastest possible way AND with lower cost..
you can see a movie on you tube how they put a building up in less than 2 weeks ! I think we are going to be surprised how quickly this can go...
