ONCS could wait to release results, partnership, and R/S news together or a few days apart to uplist. If shares and warrants via the s-3 are part on the deal I could see them wanting to be on a more regulated exchange. If both of those PR's came out together might not even need the R/S but getting over $5 might be good in the long run to draw in institutions.
