cause you have to short on the uptick.. so buy on the uptick and then short

This has happen to me many a times in these penny stocks.

I would have a Bid higher than the Ask and sales would keep going below my Bid.

I have had Ask lower than the Bid and sales would keep going through at the lower Bid.

So, I do wonder sometimes who Controls these transactions???
