Written response from Scottrade indicates that because SPIHF is not marginable it is not eligible to be loaned. My account is a margin account but I am not using margin at this time so they indicate that it is treated as a cash account.
Have tried placing a sell order but limit is $17. Spihf could go to $17 in a heartbeat so that can't be my strategy.
Was somewhat unconvinced by their response. What next?
