I agree with your skepticism, had similar first thoughts as well. Let's hope they're expecting to announce positive news (of an agreement) soon and are looking to get the word out.
As a long term Natcore investor, I can certainly understand and validate your point but my thoughts are that perhaps this time there is a real, substantial "carrot" and that they need institutional investors on board and what they may bring to the table. Hate to use this reference but think "Shark Tank".
