No, I've never once in my life had a "professional" email me and tell him what I can or cannot post on IHUB.
I can say from my professional experience that over the years of my experience interacting with individuals and/or collegues in the business and government sectors that disclaimers of the sort that BK is referring to are actually quite common.
Words to the effect that 'the individual opinions' included in the message or some documents may not represent the official or legal 'position' of the agency or company that those individuals work for.
Making a statement that it not viewed as a conflict to share information with those outside a private communication is actually just about the opposite of what is being implied here. Stating that information shared with just an individual is to be considered free to share (not a secret) suggests exactly the opposite intent to me.
It would be far more damning IMO if such communications were ONLY to be held in confidence as that could be construed as improperly sharing insider information, rather than being open about it.
To imply that the Dr. at NNVC is acting as some sort of controlling editor is hyperbole at best, fiction at worst.
