Yes sir - you are correct. One of the reasons given for the delay
was a cutback in personnel at the facility, 2 to be exact. The other reason given was a problem within their building.

And - right - even success in testing does not guarantee orders, production, revenues, etc.

ROFLMAO...just how much do you think this contract would be??? LOL...they have an appropriation and a budget,they don't have to go before Congress each time they need more toilet paper or paper clips just to get them.

Think we're talking about some new BILLION $$$$ Tanker program type of money here?!?!? Pfffttt...if they like what they see they could make an order for a small amount of units and go from there.

The military does not need to go to Congress to purchase everything. They have a fiscal budget, which can be used at their discretion (within reason).
