That is the Corker-Warner bill not the Johnson-Crapo bill.

The bills have the same name with the difference being 2013 for Corker-Warner and 2014 for Johnson-Crapo.

Check the link posted. You will not find Tim Johnson and Mike Crapo's name listed or in any way connected to Corker-Warner's failed bill.
