I'm guessing it's either a year or two away from starting. or it turned into "Time Jumper", "HeroMan", and "Zodiac" (and buying 10% of POW! with $2+ million in funding for 5 years).

Actually, I think they turned their attention towards the Marvel movies and put POW! on the back burner.

Disney changed their strategy about movie releases. They don't release as many lower budget movies, opting instead for the "tent pole" movies with high profit and sequel potential.
