Ya, that' the dichotomy, Peterson says "18 months" after/if
they get a Nevada license, he also says as a 'publicly traded
company, TRTC is under federal law'. He's saying they'll have a crop of medical marijuana in late spring of 2016, if the license is issued by November this year.
