NOOD is correct; until every aspect of this process was a 'go' between all the parties it did not get entered. Seeing this now is an indication of an approved permit.
your right,it was just signed and submitted,there goes the theory that they can sit for eternity before the state gets to it,they get to things quickly...just wasn't submitted long ago
