2nd inner fence doesn't need to be completed prior to licenses ;) read requirements plus that recorder seems to have an agenda strictly especially since he thinks the house needs to be demoed. That house is where the master grower will be living. Great video if you hit mute but sounds author has never been on a job site and clearly see construction has been going on in pole barn since there is equipment up that wouldn't be left out in those positions for a long period of time.

The fence is complete. The cameras and all the rest of the equipment needed for security will be installed at a later date.
