Why weren't cavanaugh, lazakus, Metter, Moskowitz named in having to pay restitution to the shareholders?

MADEINDET: Page 6 of the judgement indicates that Moscowitz, Tepfer and Eisenberg all share responsibility for the ~$3M in restitution. They will be paying 10% of their future gross income towards the restitution fund.

That is, if the court even bothers to enforce it.
