I believe you are correct. It will make it much easier on C if they can just shed some non operating assets and increase their reserves. The fed doesn't want to be bailing anyone out in a panic situation, so they are stubborn with C plans. C wants to increase shareholder wealth as much as possible with dividends and buy backs but they don't have the necessary cash and cash equivalent reserves the fed relies on. They will figure it out soon enough.
