There is no dilution. Anyone with order routing and a large number of shares can use VFIN. When it's reload time they simply put up VFIN on the ask. When they want to sell they put VFIN on the bid. When ever there's a large float people will see both VFIN and VNDM cause they both have a min requirement on the number of shares being bought or sold.
Yes, loan sharks use then too. That's what makes them so effective when used by traders.
