Not quite sure what you just asked. Are you asking if a company that has a dtc chill on it can still reverse? I think they can but don't quote me. I do know that multiple reverse splits can be the reason a company gets a chill in the first place. I advise that you post your question here:

I only know this because I asked BigBake the same question. His reply:

"Corporate actions are strictly SOS and FINRA, a DTCC Chill has no impact on such corporate actions. Only a Global Lock impedes an RS due to no services to transfer certs."
