That's for sure. NOC has tremendous clout and I think this stalling on the Gen-3 program could have been to let NOC catch up. A couple years ago NOC's and PSID's systems were tested by DHS and NOC's system failed and DHS told NOC they had to redesign their system. We still don't know today if NOC was able to do that successfully. No NOC system has been retested since then although NOC has a brochure on their Gen-3 system posted somewhere.
