OptionsXpress with Schwab. %8.95 flat fee (stocks) no other per share price. No minimum and never a problem trading Penny stocks. Have used them for years with good success.

Kapitall allows some penny trades, 7.95 trades, with ability to earn free trades. The have a 500,000 share cap each penny stock though.
