In my opinion, there is little to no chance of not getting the license. There is no way all this construction happens with millions in private financing and then not get a license. It may take a couple of inspections to get everything perfect, but rest assured the license will happen. I believe that once the vault is installed, hopefully next week, the price will head north. The vault will be the confirmation many are expecting.
But to answer your question, it will get extremely ugly if a license is never received.
