No, it didn't. It said today's stepping runs full speed (2.4GHz) at 68W for special orders like IBM and HP, but it didn't say that F-step's full speed targets (2.6GHz at launch and 2.8GHz later) will run at 68W. Rather, the HE models will have their power envelopes incrfeased from 55W to 68W for "a better balance of processing oomph and power consumption". That tells me there will be additional bins in this 68W bucket, but it does not indicate how many (2.4GHz being the highest, or more??).
