Yes, per email I received from their PR Bradley Holmes ([e-mail]), quote, "The shares issued to the board are not part of the float, they are restricted stock."

It was in reply to my question "Should the 15 billion shares issued to directors be added to the float?"

That was over 3 months ago, we probably should email him again and ask if there is a date when the restriction will be lifted.
