Almost certainly in a misguided attempt to keep themselves out of prison. I have seen it many times before - after being caught in these scams, management attempts to pretend it was all a big mistake by trying to file their way out of it. They (or their counsel) thinks it will send a good-will message to the regulators and/or jury that it wasn't their fault and the continued filings prove they are really stand-up corporate citizens who deserve a second chance.
