When Prohibition was repealed in 1933 with the 21st amendment, organized crime lost nearly all of its black market profits from alcohol. Competition with legal liquor stores selling alcohol at lower prices killed the profits and there was no need to bootleg anymore... exactly what's going on right now in Mexico.
